Fleming Construction Group President, Justin Willett, Named Chairman of the Butler Advisory Council and Member of the Oklahoma Uniform Building Code Commission
Willett Brings Decades of Experience and Deep Knowledge of Construction Innovation to Both Leadership Roles
Fleming Construction Group president Justin Willett has been elected chairman of the Butler Advisory Council and appointed a member of the Oklahoma Uniform Building Code Commission. In both capacities, Justin will use his decades of experience in construction and deep knowledge of construction innovation to help shape the future of pre-engineered metal buildings in the state of Oklahoma and beyond.
Butler Advisory Council
The Butler Advisory Council represents the voices of Butler Builders nationwide, providing input and feedback to the Butler Manufacturing™ leadership team. As chairman, Justin will oversee a twelve-member council of representatives from the various Butler Regions throughout the US and Canada. Council members serve as a conduit between builders and Butler Manufacturing, providing the feedback and constructive criticism that helps Butler Manufacturing innovate and make decisions related to ongoing product design and engineering.
Appointed by Butler Manufacturing, Justin will serve a two-year term and oversee four Advisory Council and two Regional Career Builder Roundtable meetings each term. Prior to this appointment, Justin served as the Advisory Council member for the Western Region. Many years before becoming Fleming’s president, Justin was employed by Butler Manufacturing as the Oklahoma area sales manager and as a member of the product development and innovation group.
With Fleming’s sixty-six year history as a Butler Builder, Justin’s appointment continues Fleming’s long tradition of leadership within the Butler Advisory Council, following previous owner and President Ray Miller, Jr., who served on the Council twice.
The Butler Advisory Council works to provide representation and education for the large network of new and long-time Butler builders, both large and small. As chairman of the advisory council, I appreciate the opportunity to connect with other builders, help smaller builders better understand Butler’s suite of products and services, and help Butler Manufacturing better meet the needs and concerns of its construction clients and building owners.

Oklahoma Uniform Building Code Commission
Justin is also now serving as the commercial construction representative for the Oklahoma Uniform Building Code Commission, having been nominated by the Oklahoma Chapter of the Association of Building Contractors and appointed by Oklahoma Governor Kevin Stitt.
The four-year appointment requires Justin to attend monthly meetings in which he and the rest of the commission come together to discuss and establish minimum code standards for residential and commercial construction across the state. The stated purpose of the codes is to protect life and property and assure public health, safety and welfare. Though counties can go beyond these code regulations, the commission works to provide a baseline of compliance required throughout the state.
Established by the Oklahoma state legislature in 2009, the commission consists of representatives from major construction disciplines. Its main tasks are to review new codes proposed for adoption and to liaise with construction companies affiliated with the Association of Building Contractors. This allows the commission to gather feedback and represent these companies’ views on the codes being discussed. The aim is to develop building codes in a practical way that considers all viewpoints, positioning Oklahoma as an appealing place for building, living, and doing business.
Justin was chosen for this role due to his innovative contributions to commercial construction and his extensive leadership experience in the industry. He expressed his appreciation, saying, “I’m grateful for the chance to serve my state and my industry. In this position, I aim to represent the interests and expertise of contractors, building owners, and the people working in commercial spaces.”
